Adult Signature Required
Federal law requires an adult signature for every delivery of vape and nicotine products. Here's what that means for your order and how to ensure a smooth delivery.
FEDERAL REQUIREMENT: All deliveries of vape and nicotine products must be signed for by an adult aged 21 or older with a valid government-issued photo ID. This requirement cannot be waived for any reason.
Why Is a Signature Required?
The Prevent All Cigarette Trafficking Act (PACT Act) mandates that all deliveries of electronic nicotine delivery systems (ENDS) — including vape devices, e-liquids, pods, and accessories containing nicotine — must be received and signed for by an adult aged 21 or older.
This requirement exists to prevent nicotine products from being delivered to minors or to unverified recipients. It is a federal law, not a Vapekage policy — meaning it applies to every online vape retailer in the United States and cannot be waived, bypassed, or overridden by customer request, delivery instructions, or building management.
Vapekage fully supports this requirement as part of our commitment to responsible retailing and preventing youth access to nicotine products.
What Happens at Delivery
When your package arrives, the delivery driver will follow this process:
1. Request identification: The driver will ask the person receiving the package to present a valid, unexpired government-issued photo ID (driver's license, state ID, passport, or military ID).
2. Verify age: The driver will confirm that the person is at least 21 years old based on the date of birth on their ID.
3. Collect signature: The recipient must physically sign (digitally or on paper) to acknowledge receipt of the package.
4. Record verification: The carrier records the name of the signer and the verification for compliance documentation.
Only after all four steps are completed will the driver release the package. This process typically takes less than a minute.
Accepted Forms of ID
The following forms of identification are accepted by carriers for adult signature verification at delivery:
- U.S. driver's license (valid, unexpired)
- U.S. state-issued identification card (valid, unexpired)
- U.S. passport or passport card (valid, unexpired)
- U.S. military identification card (valid, unexpired)
The ID must clearly display the recipient's full name, date of birth, and photograph. Expired IDs, student IDs, employee badges, or non-government-issued cards are not accepted.
The name on the ID does not need to match the name on the order — any adult aged 21+ at the delivery address can sign. They do not need to be the person who placed the order.
What Cannot Be Done
Due to the nature of this federal requirement, the following are not possible under any circumstances:
- Leave at door / safe place delivery: Packages cannot be left unattended without an adult signature, regardless of delivery instructions
- Release to a minor: No one under 21 can sign for or receive the package
- Waive signature: Neither Vapekage nor the carrier can waive the signature requirement
- Building manager / front desk release: Unless the person at the desk is 21+ and presents valid ID, the package cannot be left with building staff
- Neighbor delivery: The package cannot be left with a neighbor without proper ID verification and adult signature
- Verbal authorization: Phone or written authorization from the customer does not replace in-person ID check and signature
NO EXCEPTIONS: Packages cannot be left at the door, released to a minor, or signed for without valid photo ID — even if you leave delivery instructions requesting otherwise. This is federal law and cannot be overridden.
If Nobody Is Home
If no eligible adult (21+) is available to sign when the carrier arrives, the driver will not leave the package. Here's what typically happens:
First attempt: The driver leaves a delivery notice (door tag) indicating the attempted delivery and will automatically schedule a second attempt for the next business day.
Second attempt: The carrier will try again the following business day. Another notice will be left if unsuccessful.
Third attempt / hold at facility: After multiple failed delivery attempts (usually 2-3 depending on the carrier), the package will be held at the nearest carrier facility for pickup. You will need to bring valid ID (21+) to collect it.
Return to sender: If the package is not picked up within the carrier's hold period (typically 5-7 business days), it will be returned to Vapekage.
Picking Up at a Carrier Facility
If your package is being held at a carrier facility after a failed delivery attempt, you can pick it up in person:
1. Check your delivery notice (door tag) or tracking information for the facility address and hours
2. Bring a valid government-issued photo ID showing you are 21+
3. Bring the delivery notice / tracking number for reference
4. Visit the facility during business hours — the staff will verify your ID and release the package
Anyone aged 21+ with valid ID can pick up the package — it does not need to be the person who placed the order. Some carriers may also require proof of the delivery address (such as a utility bill) if the pickup person's ID address differs from the shipping address.
Returned Packages
If a package is returned to Vapekage due to failed delivery attempts or refusal, the following applies:
Reshipment: We can reship the order to the same or a different address. Additional shipping charges may apply for reshipment. Contact us to arrange this.
Refund: If you prefer a refund instead of reshipment, we will issue a refund for the product cost minus the original shipping charges. Original shipping costs are non-refundable for packages returned due to failed delivery.
Processing time: Once a returned package arrives back at our facility, we will contact you within 1-2 business days to discuss your preference for reshipment or refund.
To avoid returns, please ensure someone aged 21+ with valid ID will be available at the delivery address during the carrier's typical delivery window.
Tips for Successful Delivery
To ensure your order is delivered smoothly on the first attempt:
1. Be available: Track your package using the tracking link in your shipping confirmation email. Most carriers provide a delivery window estimate so you know when to expect the driver.
2. Have ID ready: Make sure you or another adult (21+) at the address has a valid, unexpired government-issued photo ID available.
3. Use your best address: Ship to an address where an adult will reliably be present during delivery hours — this could be your home, workplace, or another location where a 21+ adult is typically available.
4. Coordinate with household: If you won't be home, let another adult at the address know to expect a delivery that requires their ID and signature.
5. Sign up for carrier alerts: Most carriers offer free delivery notifications via text or email. Sign up to receive real-time updates on your package status.
6. Schedule delivery (if available): Some carriers allow you to reschedule delivery for a more convenient date or time window through their app or website.
Apartment & Multi-Unit Buildings
If you live in an apartment complex, condo, or other multi-unit building, please be aware of the following:
- The driver must deliver to you personally (or to another 21+ adult at your unit) — they cannot leave the package at a front desk, leasing office, or mailroom without proper ID verification and signature
- Include your apartment/unit number and any gate codes or access instructions in your shipping address to help the driver reach your door
- If your building has restricted access, consider meeting the driver at the entrance
- Packages left with building staff (concierge, doorman, front desk) require that the staff member be 21+ and present valid ID at the time of delivery
If your building regularly has issues with carrier access, consider shipping to your workplace or another address where in-person handoff is easier.
Address Requirements
Due to the adult signature requirement, we can only ship to addresses where in-person delivery and ID verification are possible:
Accepted:
- Residential street addresses
- Apartment and condo addresses (with unit number)
- Business/workplace addresses
- Carrier facility hold for pickup (where available)
Not accepted:
- P.O. Boxes (carrier requires physical address for in-person ID check)
- APO/FPO/DPO military addresses
- International addresses
- Hotel addresses (unless you confirm you will be present to sign during the delivery window)
If you provide an address where adult signature delivery is not possible, we will contact you to arrange an alternative address or issue a refund.
